One of the biggest questions facing the Obama Administration is what it should do with the Bush Administration's warrantless wiretapping program. The U.S. Government, with assistance from major telecommunications carriers including AT&T, has been engaging in a massive program of illegal dragnet surveillance of domestic communications and communications records of millions of ordinary Americans. EFF has been leading the fight against this domestic surveillance. In Hepting v. AT&T, EFF filed the first case against a telecom for violating its customers' privacy. In response to EFF's initial success in the case, and the filing of dozens of other cases across the country that attempted to hold law breaking telecoms accountable, the Bush Administration and the telecommunications carriers bullied Congress into passing a statute that allows the Attorney General to seek retroactive immunity for the telecommunications carriers. EFF is currently working to challenge this law. In addition, EFF is representing victims of the illegal surveillance program in Jewel v. NSA, a lawsuit filed in September 2008 against the government seeking to stop the warrantless wiretapping and hold the government officials behind the program accountable.

The warrantless wiretapping cases present profound questions about the use and misuse of government secrecy and the state secrets privilege, the extent of unilateral presidential authority and the role of intermediaries like telecommunications companies and internet service providers in protecting our privacy and assisting law enforcement. They also present questions about the balance between the constitutional and statutory rights of ordinary Americans to be free of general searches and the use of the tremendous datamining and semantic analysis capabilities of modern technologies in an effort to combat terrorism and criminal behavior.

Speaker Bio
Cindy Cohn is the Legal Director for the Electronic Frontier Foundation as well as its General Counsel. She is responsible for overseeing the EFF's overall legal strategy and supervising EFF's 9 staff attorneys.

Ms. Cohn first became involved with the EFF in 1995, when the EFF asked her to serve as the lead attorney in Bernstein v. Dept. of Justice, the successful First Amendment challenge to the U.S. export restrictions on cryptography. Outside the Courts, Ms. Cohn has testified before Congress, been featured in the New York Times, San Francisco Chronicle and elsewhere for her work on cyberspace issue. The National Law Journal named Ms. Cohn one of 100 most influential lawyers in America in 2006 for "rushing to the barricades wherever freedom and civil liberties are at stake online." In 2007 the Journal named her one of the 50 most influential women lawyers in America.

9. Weekly Mentoring with PAIR

With PAIR (Partnership for the Advancement and Immersion of Refugees) weekly mentoring, volunteers from Rice go to mentor at the Sun Blossom Mountain Apartments in Southwest Houston. Catholic Charities, one of the largest refugee resettlement agencies in Houston, runs the program. It goes from Monday to Friday from 3:30 pm - 6:00ish pm.

While the program is five days a week, we mentor on Mondays, Tuesdays, and Thursdays. You would only need to mentor one of these days on a weekly basis.

The James A. Baker III Institute for Public Policy at Rice University in Houston, Texas — through its Science and Technology Policy Program, the Transnational China Project and the Technology, Society and Public Policy Program — is hosting an international workshop to identify and examine key issues preventing fruitful scientific collaboration among researchers working on both sides of the Pacific Ocean. Officials from five universities in Hong Kong, Houston, Singapore and Tainan will join scientists from many more institutions in discussing ways to facilitate scientific and engineering research across borders. The goal of the workshop is to develop a set of findings and recommendations based on the workshop deliberations that: describe best practices for collaborations; determine cultural and policy barriers; recommend actions for universities and granting agencies to promote collaboration; and showcase successful collaborations.

1. Pictures from Beer Bike '09

For those who never knew, and for those who can only remember, Beer Bike was last Saturday. After gallons and gallons of water were thrown at members of rivaling colleges, everybody went home to work on homework... not. Actually, the Parade was followed by the most competitive race in recent memory, in which one of the favorites (GSA) surprisingly did not win any accolades.

Stanford Law School

An experienced litigator, Martinez argued the 2004 case of Rumsfeld v. Padilla
before the U.S. Supreme Court, seeking to clarify the constitutional protec-
tions available to post-9/11 enemy combatants who are U.S. citizens. She also
has served as a consultant for both Human Rights First and the International
Center for Transitional Justice.
Her scholarship, beginning with neglected 19th century anti-slavery courts,
makes the first major attempt to analyze the ramifications of the increasing
number of international tribunals operating in a globalized environment, but
without any supervening sovereign authority to which they are all bound.

5. Sid Rich presents "The Complete Works of William Shakespeare (abridged)"

"The Complete Works of William Shakespeare Abridged," originally written and performed by the world-renowned Reduced Shakespeare Company, will be debuted at Rice this spring at Sid Richardson College.

The show parodies Shakespeare's vast body of work as three dazzling performers manage to recreate all of the Bard's plays onstage, frequently at supersonic speed. Performances will be held from March 26th to 28th in the Sid Big Room at 8:00 PM. Tickets are $5 for general admission. 2009 Year-End Awards--deadline extension to Friday, March 27, 2009

The Office of Student Activities, the SA Awards Committee, the Association of Rice Alumni, and the Community Involvement Center coordinate their respective year-end awards that recognize service by students to the Rice community. Any member of the Rice community may submit a nomination. Qualified candidates may be considered for any of the six awards. If you have any questions please contact the Office of Student Activities (x4097).

1) The RICE UNIVERSITY SERVICE AWARD, given in memory of Dean of Students Hugh Scott Cameron, is awarded to as many as four individuals of the Rice student population, past and present, who have been most exemplary in rendering service to the student body.

2) The OUTSTANDING SENIOR AWARDS are given to graduating seniors who have contributed the most to excellence at Rice University. This award recognizes excellence not only in service but also performance, dedication, and character.

3) The MORTY RICH SCHOLARSHIP is awarded to a continuing student who has distinguished himself/herself through his/her commitment and service to Rice and/or to the greater community. The successful candidate(s) will have recognized a need in the community, developed objectives, and implemented or established program(s) that would benefit the community and will realize no personal gain for these efforts.

4) The ALAN GROB PRIZE is named in honor of Alan Grob, for forty years a great teacher of literature at Rice University and a voice for those who cannot speak for themselves. The prize is awarded annually to the Rice undergraduate who, through service to the larger community, has demonstrated the most devotion to the needs and interests of the economically and culturally disadvantaged. The recipient's activities shall exemplify the values of community service that Professor Grob lived and so eloquently taught. The recipient must be a current Rice University undergraduate, but does not have to be continuing (can be a graduating senior).

5) The SALLYPORT AWARD is presented by the Association of Rice Alumni to recognize a deserving:

(i) undergraduate degree candidate who has made contributions to the Rice community above his or her individual college and who may not otherwise be recognized; and
(ii) graduate degree candidate who has made contributions to the Rice community above his or her individual department and who may not otherwise be recognized.
A faculty letter of recommendation and a resume are required for the Sallyport Award.

6) The ZAINAB SALBI COMMENCEMENT AWARD FOR LEADERSHIP AND ADVOCACY
Rice University is soliciting nominations for the inaugural commencement award to be given in honor of this year's invited speaker.

Presented to a graduating student, the commencement award is designed to recognize the student that best exemplifies the values and causes of each year's invited commencement speaker. This year, the commencement award honors Ms. Zainab Salbi.

The Zainab Salbi Commencement Award for Leadership and Advocacy will honor a 2009 graduating student, undergraduate or graduate, whose academic or extracurricular work while at Rice University demonstrates compassion, understanding, and advocacy for issues affecting women or victims of foreign or domestic conflicts.

The award is named for Ms. Zainab Salbi, founder of the organization Women for Women International. Women for Women International provides women survivors of war, civil strife, and other conflicts with the tools and resources to move from crisis and poverty to stability and self-sufficiency, thereby promoting viable civil societies.
A paragraph describing the nominees contributions (300 words or less) and two references are required for nomination.

Osiyo everyone!
It is time for a Powwow!

Come learn about Native American culture and enjoy some delicious food, spectacular dancing, and great company at the Rice Native American Association's 11th Annual Powwow this Saturday, March 28th! The location this year is the field between the Shepard School of Music and the Baker Institute, across the street from the IM fields. Gourd Dancing begins at 11AM and the Grand Entry of the dancers is at 1PM.

Powwow time is the Native American people?s way of meeting together, to join in dancing, singing, visiting, renewing old friendships and making new ones.

Rice Native American Student Association's 11th Annual Powwow will feature a tribal dance competition and native music, as well as delicious Indian tacos and traditional crafts and artisans' work for sale.

17. EMS Needs Your Help

On April 11, Rice EMS will be holding its annual drill for the students of our EMT-Basic class, known as Extrication Day. The students will be pitted against real-world scenarios involving a variety of injuries, diseases, and emergencies.

We're looking for VOLUNTEERS to act as patients and difficult bystanders during the scenarios. You'll be moulaged with injury makeup including fake blood & broken bones, fed a free lunch, and you'll have a blast acting injured or sick and making life difficult for our EMTs-in-training.

If you're interested in learning more about EMS or just want to be covered in realistic injuries to scare your friends, please email s.price@rice.edu. You'll be needed from about 11:45am to 4pm, and you'll eat lunch, prepare for your scenario and then the fun begins.

Please volunteer! It helps out REMS and you're guaranteed to have a great time. Please tell us in advance about any dietary restrictions or if you prefer not to be moulaged.

The humanities are often portrayed as a discipline with few applications in the "real world." Yet the core skills of a humanities degree -- independent inquiry, critical analysis, crisp writing, and, yes, even knowing where the commas go -- position students well for success in a variety of professional and business settings. Ann Ziker will share some of her experiences after making the leap from humanities scholarship to management consulting. At McKinsey she has advised clients on a variety of strategic and organizational issues.

Brazil is, unfortunately, known through movies that are sensationalist, violent, portraying it at its worst, such as City of God, Elite Squad, to name a few. Bossa Nova is just the opposite; it is light, fun, the photography is splendid, the characters are typical of both Brazilian and American cultures and reality. The soundtrack is all about Brazil.

5. Conversation Partner Program

Rice University’s Intensive English Program, offered through the Susanne M. Glasscock School of Continuing Studies, is recruiting Conversation Partners. Approximately 198 students from over 30 different countries are looking to meet native English speakers.

The Conversation Partner Program is not a tutoring program. The main goal is for students to be able to practice English in an informal setting. The time commitment required may be as little as an hour a week. You will be matched with one of the students. Where and when you meet will be decided by you and your partner. No second language is required, just the desire to meet a new friend and learn about other cultures.

6. Women Professionals in Government $1500 Scholarship

Since 1981, the Women Professionals in Government (WPG) organization has provided a forum that maximizes networking opportunities and provides opportunities for female professionals to hear speakers who are leaders in their fields. WPG is affiliated with the Federation of Houston Professional Women, which draws on the combined resources of more than 80 women professionals? organizations in the Houston area. Women Professionals in Government proudly announces a $1,500 scholarship award to be given an outstanding woman who is currently pursuing studies toward a future career in public service, or furthering her education to enhance her existing public administration position. The primary objective of the WPG Scholarship is to assist exceptional women who are dedicated to becoming public servants.

Full-time or part-time graduate or undergraduate students at any accredited university, who plan to apply their studies toward a meaningful contribution to public service, are eligible. The winner of the scholarship will also be given a complimentary one-year membership in WPG, affording excellent networking opportunities with established women professionals in government and professional women from government affiliated companies/organizations.

Candidates must be female residents of the Greater Houston area and students in good standing at an accredited university. Graduate applicants must have completed at least 12 graduate hours, and undergraduate applicants must have completed at least 30 undergraduate hours to be eligible. Determination of the award will depend on the applicant?s professional and scholastic achievements, demonstrated community service, reasons for pursuing a public service career, challenges to future professional and scholastic achievement, and scholarship need.

Applications must be received no later than March 20, 2009. The scholarship will be awarded at the WPG luncheon on May 7, 2009.

9. EQ/HACER Book Drive (spread the love of reading)

The two on-campus organizations Egyptian Queens and HACER are teaming up to sponsor a book drive to benefit the underprivileged youth of the local Weekley Family YMCA branch. This particular branch is located in an economically-disadvantaged,educationally-deprived Southwest Houston apartment complex. Education is fundamental for our youth, but unfortunately education is not a major priority here. THE DROP-OUT RATE FOR STUDENTS IN THIS COMPLEX AFTER THE 8TH GRADE IS 99%!!!!! When we found out about their efforts to create a library at their facility we were eager to support them.

We would really appreciate everyone's assistance in helping with this matter. Book donations of any kind will be accepted and appreciated, as well as monetary donations. We will have Book Drive drop-off boxes in each of the colleges until the end of March. Help us make education a greater priority at the Weekley Family YMCA!!!!!

10. Diversity Facilitator Applications (melting pot, tossed salad, etc)

We are looking for students interested in working with the new students and helping to set a tone that embraces diversity for Orientation Week. If you are looking for a way to have an impact on O-Week and campus climate, please consider applying to serve as an O-Week Diversity Facilitator. As a facilitator, you will be required to reside in the colleges during O-Week and take part in the activities of that college (as allowed), as well has facilitate dialogues on diversity as part of the O-Week Diversity Workshops. Facilitators have proven to be a valuable resource during O-Week and beyond, so it's imperative that we have an energetic, dedicated and diverse group of students.

The application is attached and the deadline is Friday, March 20th. You may also find applications posted at each of the colleges, at the Office of Multicultural Affairs, or with one of the Diversity Coordinators (Joel Khan and Paloma Espitia ). Please sign up for an interview when turning in your application. The sign-up sheet is posted outside the Office of Multicultural Affairs (RMC Cloisters). Interviews will take place March 23rd - 26th in the Office of Student Activities.

11. BEER!!! BIKE!!! Plans

This Saturday, March 21, the annual Beer Bike Parade and Race will take
place. As always, here are a few reminders that will help you move about on
campus more easily:

1. Please make sure that you do not park inside the flagged off area that
surrounds the bike track. This is especially important between 10:00 PM,
Friday and 4:00 PM, Saturday. There is free parking available in Commuter
Lot 3, northeast of the football stadium.

2. Remember to remove all vehicles from the Inner Loop between Tudor
Fieldhouse and Founder's Court by 6:00 AM Saturday.

3. Also, please remove all vehicles from the roadway that runs between
Entrance 3, near Lovett College, and the Inner Loop, near Baker College, by
6:00 AM, Saturday.

4. Please keep in mind that the parade lines up at 10:30 AM on Founder's
Court. At 11:30 AM it will begin making its way westbound on College Way
(the wrong way) toward the football stadium. While the parade is moving,
there will be traffic stoppages and delays along the route. Entrances 1, 2,
and 3 will be closed for a short period of time - until the route is
cleared.

"A Night of Llamas, Mangos, and International Service"

Over the summer 2008, nine Rice University undergraduate students completed 4- to 12-week service projects with community organizations throughout Latin America as part of the inaugural year of the Loewenstern Fellowships. The 2008-09 class of Fellows will present to the Rice University community information on their experiences at this fourth of four sessions. Refreshments will be provided.

Join Loewenstern Fellows Michael Puente & Tiffany Yeh as they reminisce about their past summer experiences in Peru, Haiti, and Guatemala. Both rediscovered their inner child as they spent time teaching and playing with kids of all ages. Michael was in Cusco, Peru working with ProWorld Service Corps as a much-needed mentor and friend for disabled children. Tiffany was in Terrier Rouge, Haiti where she taught health/science education to 450 school children. While they both learned much from the experience, hopefully their contributions had a wider impact, reaching the kids as well as their surrounding community. Come and listen to their stories!

Michael Puente volunteered in a pediatric clinic in Cuzco, Peru assisting the medical staff of the facility. He also interacted with patients and took care of the basic needs of the students at an associated special needs school. Michael is a junior Biological Sciences student with medical school aspirations.

Tiffany Yeh implemented a school health-science curriculum she developed to teach primary school children in Haiti about basic hygiene and science. At a medical outreach center in Guatemala, she assisted with projects and assessed program needs. Tiffany is a graduating senior in Cognitive Sciences.

Abstract: People usually are disposed to favor friends over strangers, but how does this partiality reconcile with morality, which requires impartial concern for all? On many accounts, the basis of friendship is the recognition of an individual’s attractive and admirable traits — but traits may disappear, so there is tension between this idea and the ideal of unconditionally enduring love and friendship. If putting a thumb on the scale in favor of one’s friends and family members is acceptable in some contexts, what about partiality to fellow members of one’s own community, nation, ethnic or racial group? Richard Arneson presents an account of friendship that addresses some of these issues while recognizing that others may remain vexing and yet unsolved.

Safety Discussion - HUMA 117 - 6:30-7:30pm: How can we best keep ourselves safe both on and off campus? What precautions should we take and what does a dangerous situation look like? RUPD officers will answer these questions and more as we explore the topic of safety. Light refreshments will be served.

SAFE Program Training - HUMA 117 - 7:30-9:30pm: Women only. Become trained in SAFE, a safety program designed specifically for women and with the goal of training women in identifying and reacting in dangerous situations. This training includes physical drills, so come dressed for movement. Light refreshments will be served.

21. Art Show at Wiess, April 10th, calling for submissions

Wiess is having an art show on April 10th, in the afternoon. We plan on displaying paintings, drawings, sculpture, etc... (no digital media though). Basically, we will have wine and beer and display a bunch of art in the Wiess commons on a Friday afternoon/early evening. Its a great chance for students (both visual arts majors and non-majors) to share their work. Of course, it will be free to summit work and participate. There are no prizes for the event, so its just for fun!

23. Jade Simmons debut CD launch performance (hip hop + classical piano = yessss)

Jade Simmons, a graduate of the Shepard School of Music, is a classical pianist who is releasing her debut CD, The Rhythm Project: Revolutionary Rhythym, nationally next Tuesday, March 24 on the E1 Music label. The release is expected to challenge stereotypes of traditional classical music as she combines classical and hip-hop styles in compositions written by Haitian-American composer Daniel Bernard Roumain.

In honor of the release, there will be a catered mixer and performance at Rockefeller Hall on Monday, March 23rd. As a highlight of the evening, she will perform remixed versions of DBR's Hip-Hop Studies and Etudes alongside hip-hop artist Roburt Reynolds (who is also known as Room 101). The mixer begins at 7pm followed by the performance at 8pm.

The concert is free and open to the public. Space is limited so the only requirement is to RSVP as soon as possible by sending an e-mail with "Rockefeller" in the subject line and the name of attendee in the body to management@jademedia.org.

1. Summer Youth Activity Program Counselors Wanted

The Recreation Center is now looking to hire counselors for the Summer Youth Activity Program. The position is typically college students or recent graduates who will be in the Houston area for the summer. Counselors will be interacting with children ages 6-11 and will be teaching / mentoring them in a number of different sports and activities. The program consists of four 2 week sessions from June 1st to July 31st with counselors getting the week of 4th of July off. 2. Be a Diversity Facilitator! (The melting pot has never tasted better)

We are looking for students interested in working with the new students and helping to set a tone that embraces diversity for Orientation Week. If you are looking for a way to have an impact on O-Week and campus climate, please consider applying to serve as an O-Week Diversity Facilitator. As a facilitator, you will be required to reside in the colleges during O-Week and take part in the activities of that college (as allowed), as well has facilitate dialogues on diversity as part of the O-Week Diversity Workshops. Facilitators have proven to be a valuable resource during O-Week and beyond, so it's imperative that we have an energetic, dedicated and diverse group of students.

The application is attached and the deadline is Friday, March 20th. You may also find applications posted at each of the colleges, at the Office of Multicultural Affairs, or with one of the Diversity Coordinators (Joel Khan and Paloma Espitia ). anniversary of Saddam Hussein’s capture. Prior to this, the real story of the manhunt, and the personnel involved, had not been revealed to the public. In the book, Staff Sergeant Eric Maddox pulls back the curtain to reveal a detailed, day-by-day account of the five-month, comprehensive search for Saddam.

Maddox was the Army officer who spearheaded the search leading to the capture of one of the most sought-after men in the world. 12. Re-energize Summit (help TX keep going and going and going and going...)

For the second year in a row, Rice students are invited to the ReEnergize Texas Youth Summit. It is an awesome conference that is being hosted this year by Huston-Tillotson University in Austin, TX during the last weekend in March (Saturday, March 28th - Monday, March 30th).

For the first two days, young people from all across Texas will gather to listen to speakers and attend workshops and panels addressing climate change, renewable energy, the economy, and creating green jobs. On Monday, March 30th, students will march from Huston-Tillotson across I-35, a long recognized racial barrier in the city, to the Capitol Building where they will lobby the State Legislature for climate change legislation.

For one night only Willy's Pub will become CLUB WILLY.
Our DJ will make sure the bass is pounding. The beats are blasting. And the music is what some would call delicious.
Come down before 11, and get in for free. It's a dollar between 11 and 11:30 and two dollars after that.

Becoming an ACLU officer is a great opportunity to gain leadership skills, make connections with local lawyers and civil rights activists, and promote civil liberties on campus. Everyone is invited to join, even if you haven't been involved with ACLU before.

16. Rice Service Council Application Deadline

Want to make an impact on the culture of service at Rice?
Only a few more days to apply for the inaugural year of the Rice Service Council!

Rice is a small campus that has several effective student organizations that promote service and advocate for social responsibility. At times, however, there is a lack of communication between these campus groups, which can limit their creativity, resources, and impact. As a Rice volunteer, you have the opportunity to have a tremendous influence on the culture of service on campus by becoming a member of the new Rice Service Council. Working with other student leaders, you will not only represent your service organization, but also increase collaborative efforts both on and off campus.

The Rice Service Council will have four different initiatives:
1. Create a forum in which Student Service Organization leaders can learn, share, and benefit from each other;
2. Coordinate a campus-wide annual Volunteer Recognition Event;
3. Increase volunteer leadership development, including coordinating a Fall Service Retreat; and
4. Advertise and advise on the awarding of the Community Service Grant, Spirit of Service Awards, and service-based scholarships.

March 19 marks the 6th anniversary of the US invasion of Iraq. Join Rice for Peace for a week of films, art, and discussions highlighting various aspects of both the Iraq and Afghanistan wars.
